Board of Directors
Bob Kilpatrick is the Vice President of ATHENX, a maritime and security electronics company. He retired as General Manager of a major ship repair contractor on the SD waterfront with 33 years in that capacity. He also consults for maritime-related businesses to increase San Diego waterfront expansion. He is a member of a number of associations that promote and protect the waterfront, including the Port of San Diego Ship Repair Association emeritus Board of Directors and the American Society of Naval Engineers Vice Chair. He holds a Bachelor of Science degree from Duke University and the Executive Education Program at the University of Michigan. He and his wife, Michele, live in East County and has two grown sons – Kyle and Keith.
Sara Giobbi is an Environmental Engineering Manager for General Dynamics NASSCO. She is an experienced environmental compliance professional with 25 years of experience working for improved air and water quality in both the public and private sectors. She previously worked for the City of San Diego in its Industrial Wastewater Control Program. Sara holds her Bachelor of Science in Biology from Humboldt State University. She is a native San Diegan who enjoys hiking, camping, gardening, and travel. She and her husband Dave have one grown son and live in San Diego.
Herb Engel is Chief Executive Officer of Marine Group Boat Works and Marine Group De Los Cabos. Herb acquired his skills and expertise in the marine industry from a lifetime of exposure to it. His family owned a shipyard where, at the age of ten, he started working in the tool room. In later years, he worked in various trades to gain more experience. Herb attended college at the University of California, Santa Barbara, where he earned his bachelor’s degree in economics. In 1976 Herb and his brothers started Southwest Marine Shipyards, which, with yards in 6 locations, is the largest ship repair company on the West Coast. Herb has since been an entrepreneur, business owner, and in addition, has ownership interests in Marine Group Boat Works, Flagship Cruises and Events, Ferry Landing Associates, The Port of Coronado, and Fifth Avenue Landing. He has served as a board member for the Little Bitterroot Lake Association, San Diego Ship Repair Association, Living Coast Discovery Center, and Planned Parenthood of the Pacific Southwest. Herb is currently in his 20th year of servicing as a member on the finance committee for the Planned Parenthood. He and his wife, Paula, split their time between Rancho Santa Fe, CA and Marion, Montana, and have three grown sons—Jason, Chad, and Ryan.
Andy Yuen is the Project Leader for the San Diego National Wildlife Refuge Complex of the U.S. Fish and Wildlife. He oversees the management of the Refuge programs at the Tijuana Slough, San Diego Bay, San Diego, and Seal Beach National Wildlife Refuges. He holds a Bachelor of Arts degree in zoology from the University of California and a Masters of Science in zoology from the University of Hawaii. He has lived in San Diego for over 15 years with his wife Lisa and three children Ben, Cameron, and Merry.
Bob Koerber is the retired Vice President and General Manager from BAE Systems San Diego Ship Repair where he has worked since 1987. Bob has served more than 26 years in the U.S. Navy – six years as a Surface Warfare Officer and 20 years in Naval Special Warfare where he retired as a Captain in the U.S. Navy Reserves; including duty as the Deputy Commander for Naval Special Warfare Command. Bob is a past president of the Port of San Diego Ship Repair Association. He holds a bachelor’s degree from the U.S. Naval Academy.
Susan Fuller is retired from the family-owned Fuller’s Plumbing Service, which has been a Chula Vista business since 1957. Her community involvement included serving on the Chula Vista Elementary School Board from 1978-86, President of the Chula Vista Chamber of Commerce in 1986, and eight years on the Chula Vista Planning Commission from 1987-1995. She has been a Docent and member of the various Boards that have managed the former Chula Vista Nature Center, now the Living Coast Discovery Center for 27 years. She also serves on the non-profit Boards of the Friends of San Diego Bay Wildlife Refuges, and the South Bay Chapter of the ARC of San Diego. She is a Chula Vista native and has two children, seven grandchildren, and three great-grandchildren.
Kendall Helm, Ph. D.
Kendall Helm, Ph. D. is the Vice President of People and Culture for San Diego Gas & Electric. Kendall joined SDG&E in 2015 and has served as Vice President of Customer Operations and Vice President of Energy Supply. She joined Sempra Energy in 2012, serving in various roles including Director of Investor Relations. Prior to joining Sempra Energy, Kendall served as a senior economist with the U.S. Government Accountability Office and an economic consultant for World Bank. She holds a doctorate in economics from American University and a bachelor’s degree in economics and international studies from the University of Denver.
Chris Lewis is President of The Lewis Group which provides commercial and residential real estate sales, leasing, and property management services. He is a retired Naval Officer and was Planning Director for a major west coast shipyard before beginning his real estate career in 1988. Chris has resided in the Bonita area for over 30 years and is active in the South Bay community, serving in various capacities in the Chula Vista Chamber of Commerce, Chula Vista Rotary Club, and the Chula Vista Bayfront Master Plan Citizen Action Committee.
Sam Cardoso is an AVP, Branch Manager for Mission Federal Credit Union. He has over 25 years of supervisory and management experience in the banking profession with emphasis on sales, business development, prospecting, planning, organization and leadership. In addition to serving on the Board of Directors, Sam serves on the planning committee for Farm to Bay. Sam has a Bachelor’s of Science from the University of Phoenix with a dual degree in Business Administration and Management.
Kyle Strong is General Counsel for Rohr, Inc., a part of Collins Aerospace, in Chula Vista. Kyle and is responsible for all aspects of the company’s legal matters worldwide and, as a member of the Senior Leadership Team, he contributes to a broad array of objectives affecting both long-term strategy and day-to-day business operations of the company. Kyle received his Bachelor of Arts and Juris Doctorate degrees from the University of Oklahoma. Kyle enjoys spending time with family and friends, outdoor activities, and being involved in the greater San Diego community.
